上海，在旧社会是冒险家的乐园，有钱人过着灯红酒绿的生活，也有一批穷苦人沿街乞讨，有的妇女沦为娼妓，也有些人成为小偷或抢劫犯。
解放后，上海市人民**在陈毅市长主持下制定了一个改造游民的计划。上海市垦区管理局制定的建设草案经陈毅市长批准实施，在苏北黄海边建成一座新人村。收容由上海市劳动生产教养院遣送来的流浪儿童、男女游民，他们在工作人员的教育和帮助下改造思想，学习生产技术，成为自食其力的劳动者，在新人村过上安定生活。
