『週刊ポスト』で連載された園山俊二の同名コミックを原作とするサラリーマンアニメ。日曜の夜10時台に放送という、明確に大人をターゲットとした作品であり、内容も相応に高年齢層を意識している。祖先に華族を持つ男綾路地麻朱麿呂（あやのろじましゅまろ）……名前こそ大層だがその実像は一介のサラリーマン係長。会社で平々凡々とした日々を過ごすが、いつかは出世したい、そんな願いを心に秘めて花の係長は仕事に向き合うのだった。本作はザスパイダースの一員だったミュージシャンかまやつひろしが本作の歌曲を手がけている点も特筆。製作はトムスエンタテインメント（当時は東京ムービー）が担当し、1981年には同様のスタッフやキャストによる劇場用アニメ『まんが 花の係長』も登場した。
