白粥公一家, 分租住在旧式唐楼三楼. 三级制水下, 白粥公的粥档无法营业, 一家生活陷入困境. 住在楼下的肥佬张却囤积食水牟利, 以致楼上住户水喉无法出水, 唯有大叫 '楼下闩水喉'.富裕的张没有体恤楼上居民生活的苦况, 三楼的包租公也没有理会同屋住的人的需要, 借口要优先轮水给契仔沙尘超冲凉, 使其它人轮不到食水. 最后, 白粥档因无水而不能继续经营, 白粥公一家生活更形艰难.白粥公女儿妙英一直被超觊觎其美色, 时加滋扰. 及至白粥档因无水而停业之际, 又因欠下张 500 元, 被张没收市政小贩牌. 英唯有当舞女以还债, 直至赎回小贩牌.邻居慷慨仗义, 依靠洗衫为生的七姑, 单身的油漆桶等三兄弟, 虽然一贫如洗, 仍然热心助人. 捐助白粥公开业, 并告发张浪费食水, 将他逮捕.
