事故直後、国家の首脳部たちの反対を押し切り、多くの子どもをいち早く救った最高会議の女性議長。彼女の口から語られる、避難時の新たな事実。そして、事故の被害を受けた現地の医師や教師たちから明かされる、目を覆うような現状、対して母親になる若い世代や子どもたちの、将来に対する前向きな思いが語られていく。
一方、事故後はじめての夏を迎えた福島。
被災地における復興が進みつつある中、原発から４０キロ圏内のいわき市では、放射能から子どもの身を守るため、全力をつくす母親たちがいる。
外へ出ないよう、車で送り迎えされ、部屋で遊ぶ子ども。早々に出された市の安全宣言に、母親たちは疑問を持ち、同じ不安を抱える親たちとのつながりを求めていく。
